Life Plan Card Does Not Display on Fluid Benefit Enrollment Page for New Hires (Doc ID 2905151.1)

Symptoms

When a newly-hired user tries to enroll in benefits using Fluid Self Service Benefits Enrollment, the Plan Type 20 Life Plan tile does not display.

Steps to reproduce the issue:

     1. Run Benefits Administration to prepare a Benefits Administration Event for a newly-hired employee (Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing).
     2. New employee logs in and navigates to Employee Self Service homepage > Benefit Details tile > Benefits Enrollment tile.
     3. See that no tile displays for the Plan Type 20 Life Plan.
