Symptoms

When running Maintain delegated authorities, the EODL_BATCH application engine goes to No Success.

In the Process Monitor, Detail, Message Log, the following error can be seen in the trace file:

 Steps to replicate the issue:

1. Navigate to Enterprise Components > Delegation > Maintain Delegated Authorities

2. Click the Process Request button to run the Maintain Delegated Authority (EODL_BATCH) Application Engine process

3. The process goes to No Success
