ETL9.2: Payable Time Rounding is working differently after applying PUM 43 and causes an offsetting of old closed payable rows.

Symptoms
The payable time for few employees are regenerating and its rounding down from what was already closed payable time.
The issue can be reproduced at will with the following steps:
1. Setup HCM > Product Related > Time and Labor > Rules and Workgroups > Workgroups.
Employee's Workgroup set with the following rounding option:
- Round before Rules, Day
- Round after Rules, Day
Rounding interval 15
Rounding marker 7.5
2. Time reported (on 8/24 - 8:18:48 am IN & 4:26:29pm OUT and processed by TimeAdmin
3. TimeAdmin created 8.25 hours REG in prior PUM version environment.
4. TimeAdmin is reversing the payable time by creating an offset in error
