Maintain Term Budgets (Student Budget Maintenance) Component Allows Adding of New Budget Item(s) on Older Effective Dated Row, Without the Expected 'Cannot change current or history records. (14450,72)' Message (Doc ID 2905706.1)

Symptoms

On the Maintain Term Budgets component, the page allows the adding of a new budget item to an older effective dated row. 

As there is no 'Correction' mode option for this component, it's expected that the message "Cannot change current or history records. (14450,72)" should be produced when attempting to make a change in the Budget Item section, without first inserting a new row in the Budget Group section. This functionality works as expected when attempting to change an existing budget item row on an older effective date. 

The issue can be reproduced with the following steps:

  1. Navigate to Financial Aid > Budgets > Maintain Term Budgets > Student Budget Maintenance, for any student with an existing term budget.
  2. In the Budget Item section, click the '+' sign to add a new row. 
  3. Populate the information on the new row and save, noting that the steps are successful and there was no warning or error message displayed at any point in the sequence.

There was likely a specific delivered bug fix(es) that changed the behavior (causing the regression bug noted in the next section), however the specific fix(es) involved is not known at this time. More information will be added to this section, as learned.
