SFP: Disbursement Information Message Does Not Create A Posting Group (Doc ID 2905926.1)

Symptoms

Issued a disbursement return on SFP side that created a posting group on CS side and successfully reversed in Student Financials. After that, we added the same scholarship for the same amount back to the student. The SFP disbursement message looks good on the CS side but no posting group got created.
