ELM 9.2: Running Mandatory Enrollment Process LM_ML_ENROLL With Recurrence Doesn't Appear To Add The Enrollments

Symptoms
Mandatory Enrollment process is not picking up learners to enroll when done via Recurrence. It works correctly when an admin goes in and submits it manually.
The issue can be reproduced at will with the following steps:
- Schedule the LM_ML_ENROLL process to run using a recurrence to run every night, with a batch user id/run control.
- The following day, check the process on Process Monitor and verify if enrollments were added. The message log will show nothing happened.
