ELM 9.2: From Maintain Programs, Can't Add Active a Course to an Existing Program

Symptoms
From Maintain Programs, some courses are not returning in the Lookup Search page to allow the courses to be added to the appropriate program section.
The issue can be reproduced at will with the following steps:
1. Navigate to Enterprise Learning > Catalog> Maintain Programs. Search for the program
2.Select a Program
3.Navigate to Section
4. Select the icon (+) to add a course
5. Search for a specific course
6. The course is not displaying in search results and cannot be added to the Program.
7. Course COMPL-008: From Enterprise Learning > Catalog > Maintain Course
