External Award Load Results in 'Duplicate' Status When Processing Multiple 'New' or 'Append' Records in Same Transaction Number, for the Same Student and Item Type but Different Terms

When running the external award load, to process a transaction number containing two separate 'New' or 'Append' transactions for the same student and item type, but for different terms, one of the transactions ends in a status of 'Duplicate' and is not posted to the student's award.
The expectation is that all transactions for an amount > 0 should end up in a status of 'Processed', and posted to the award.
The issue can be reproduced at will with the following steps:
- Obtain an external file containing two or more transactions for the same student and item type, but each intended for different terms.
- Navigate to Financial Aid > Awards > External Awards > Process External Award File > External Award Staging Process and run the process to load the file to staging.
- Navigate to Financial Aid > Awards > External Awards > Load External Awards > Load External Awards and run the process.
- Review the results, such as on Financial Aid > Awards > External Awards > Manage Student External Awards > External Awards, and note that one of the non-zero transactions shows a status of 'Duplicate'.
