Related Actions Dropdown Missing On Fluid Job Summary Page Grid Rows, But Column Header Still Visible

Symptoms
When the enduser goes to the Fluid Job Summary page, the Related Actions dropdown does not appear on the page. However, the "Actions" column header still shows for the grid.
The issue can be reproduced at will with the following steps:
1. Go to the Manage Job search page (Navigation: Workforce Administration homepage> Manage Human Resources> Manage Job)
3. Search for and select the employee
4. On the Job Summary page, the Related Actions dropdown does not appear on the grid rows.
