E-508 - Screen Readers Should Read "no data/empty data cell" If the Table Is Blank (Doc ID 2907857.1)

Symptoms

JAWS or any other screen reader should read something like "no data/empty data cell" if the table is blank.

Use case example:
1. Navigate to Benefits > ACA Annual Processing > Create ACA Form Data > ACA Employer Transmittal Data
2. Select the ALE Monthly Data tab
3. Tab to the the Certification of Eligibility Grid

It was expected that JAWS should let the screen reader user know that the grid is empty and has no data.
