Symptoms
When applicant applies to multiple job and the applicant click on the '# Jobs' link on the top left of the application activity guide, they get an authorization error.
The issue can be reproduced at will with the following steps:
1. The applicant logs into Candidate Gateway
2. Go to View all Jobs search, and selects 2 jobs. Click the Apply button
3. Click the "2 Jobs" link in the top left of the application page.
4. The popup page gives an error saying they are not authorized.
