'Send to is a required field. (14710,26)' Message Not Allowing to Delete Electronic Transcript Requests (Doc ID 2910403.1)

Symptoms

Electronic transcript requests cannot be deleted from the Electronic Transcript Request page when the student has one electronic transcript request.

When attempting to delete the request clicking on the [-] button, it seems the request was deleted and notice the 'Transcript Seq No' increments from 1 to 2.

When trying to save the page, the following error message is displayed:

The page cannot be saved, and the original electronic transcript request cannot be deleted.

The issue can be reproduced at will with the following steps:

1. Navigate to Records and Enrollments > Transcripts > Electronic Transcripts > Electronic Transcript Request
2. Search for a student with an existing electronic transcript request
3. Click the [-] button to delete the request.
4. The Transcript Seq No increments from 1 to 2.
5. Click on 'Save' button, then message is displayed: 'Send to is a required field. (14710,26)'
6. The page cannot be saved.
