ELM 9.2: When Deploy Search Index, if Click Audit Report Button, Receives an Error Message: No Access Returned While Checking for Query Security

Symptoms
After build of search index, no results returned and when the deploy search index, click Audit Report button, receives an error message.
The issue can be reproduced at will with the following steps:
1. Log in as PS Administrator
2. Navigate to Peopletools > Search Framework > Administration > Deploy Search Index
> search/ select in list the index and ensure index deployed.
3. Build the Index from navigation: Peopletools > Search Framework > Administration > Schedule Search Index > {add/select run control}, enter Search Instance and Search Definition for index. Then, click Run button and select PTSF_GENFEED process.
4. After PTSF_GENFEED processes successfully, navigate to Peopletools > Search Framework > Utilities > Search Test Page and enter Search Category and click Search Button, notice no results returned.
5. Return to navigation Peopletools > Search Framework > Administration > Deploy Search Index > {search/select in list for search index and {click} Audit Report button, receive error message.
