Test Credits Not Considered In Cumulative Units Criteria In Academic Standing

Symptoms
Students have been given test credits. These show in cumulative credits. However, when academic rules are applied, the test credits are not being considered. This has the impact of not putting some students on probation or dismissing them when they should.
The issue can be reproduced at will with the following steps:
1. Add test credit to a transfer credit model for a student and post.
2. Run academic standing process for the term.
3. Review the academic standing value assigned to the student for the term (on transcript or Enrollment page)
4. Note that the academic standing value assigned to the student is from the wrong rule row, so is the wrong value.
