Symptoms
When attempting to finalize Open Enrollment, the following error occurs for Plan Types 22, 24, 25, 27 and 28:

Steps to reproduce the issue:
1. Navigate to Benefits > Manage Automated Enrollment > Events > On-Demand Event Maintenance).
2. Click Validate/Finalize button for an Open Enrollment Event.
3. Check the error messages that display online.
