E-AS: 'CMgrCntrlImp::CreateCacheDir error locking cache directory: system errno = 37-No locks available' While Booting the Application Server (Doc ID 2916526.1)

Symptoms

After a Linux Operating System patching one was getting below error in the <PS_CFG_HOME>/appserv/<DomainName>/LOGS/APPSRV_MMDD.LOG while booting the Application server domain  installed on the respective machine:

PSAPPSRV.# (0) [YYYY-MM-DDTHH:MM:SS] - - - (-1) CMgrCntrlImp::CreateCacheDir error locking cache directory: system errno = 37-No locks available
PSAPPSRV.# (0) [YYYY-MM-DDTHH:MM:SS] - - - (0) Server failed to start


and none of the below helped in resolving the issue before re-bouncing the domain:

- purging the Application Server cache;

- clearing the IPC resources;

- reconfiguring the domain; 

- adding the f.q.d.n. in the etc/hosts file and using  it instead of the IP in the [JOLT Listener] section of the  psappsrv.cfg configuration file (in <PS_CFG_HOME>/appserv/<DomainName>);

- creating a new Application Server Domain.

Changes

 The issue occurred after patching the Operating System.
