ETL9.2: Auto Populate on global setup at T&L INSTALLATION doesn't work. (Doc ID 2916608.1)

Symptoms

Auto Populate Option on T&L Installation doesn't work in fluid.

Installation Manager Search Defaults (TL_INSTL_MSS_DFLT) should be used for returning employee lists for all Time and Labor Manager Self-Service pages when Manager Search Option ( TL_MSS_SRCH_OPTION) is blank.

The issue can be reproduced at will with the following steps:


1. Setup HCM > Install > Product and Country Specific > Time and Labor Installation > Manager Search Defaults. 'Auto Populate Results' flag under "Loading of Matching Employees" is selected.
AUTOPOP_TL = Y

2. Login as a Manager and navigate to Manager Self Service > Time Management > Manager Search Option ( (TL_INSTL_MSS_DFLT) ). Manager's row doesn't exist after deleting.
DELETE from PS_TL_MSS_SRCH_OPT where OPRID = 'XYZ'

3. Manager selects the Home > Team Time file but its not returning employees list for all Time and Labor Manager self-service pages without prompting.
