PE: APT Sync Is Not Syncing Properly Where Course groups Are Repeated (Doc ID 2916940.1)

Symptoms

When student enrolls in several classes from the same "optional course list"  the  APT sync process will assign all classes to the same Planning node no matter when the student enrolls in the courses.

This issue can be replicated by the following steps:

1. Enroll student in 2 classes from the same course list
2. Create the APT request for Planning node 1/year one.
Student Records > Program Enrollment > APT Request
3. Run APT Sync
Student Records > Program Enrollment > APT Sync > APT Sync Process
4. Term activate the student for year 2 .
5. Enroll the student in a 3rd class from that same course list in year 2.
6. Create the APT request for Planning node 2/year two.
Student Records > Program Enrollment > APT Request
7. Run the APT Sync
see the 3rd class is listed under planning node 1 even though it was
taken in year 2
