E-AP: / E-ES: Real Time Indexing (RTI) Not Reflecting Voucher Changes - Environment on SQL Server Throws Error for the PSRTISRV server in Process Scheduler "'TO_CHAR' is not a recognized built-in function name" (Doc ID 2922086.1)

Symptoms

Real Time Indexing (RTI) for index EP_AP_VOUCHERS is not working as expected - the search results do not reflect the latest changes done to the vouchers.

The issue can be reproduced at will with the following steps:
1. Setup Real Time Indexing (RTI) for index EP_AP_VOUCHERS.
2. Check what is currently returned when searching for a voucher in the category Vouchers.
3. Make a modification to the Invoice Number/Description (field 'Invoice No') in Accounts Payable > Vouchers > Add/Update > Regular Entry, Invoice Information page.
4. Go back to the Homepage and search for the same voucher in Global Search, under the Vouchers category. Search using the new Invoice Description.
5. Note that the search result does not reflect the description change.

In the APPSRV_MMDD.LOG log file of the Process Scheduler (<PS_CFG_HOME>/appserv/prcs/<DOMAIN>/LOGS), the following errors are reported - the errors are coming from PSRTISRV:
