HCM 9.2 ePerformance: If the Manager Changes During the Self-evaluation, on Declining the Participant Nomination, the E-mail Notification is Sent to Wrong Receivers List (Doc ID 2922292.1)

When there is a set up done to the Performance Process to include the Previous Manager's role, and the Employee has an ePerformance document open, by changing the Manager using reports To field in Job, the Previous Manager is nominated as a Participant.
If the Previous Manager Declines the Nomination, the notification emails are sent to non-related accounts.

Steps to replicate the issue:
Prerequisite for testing: Set Up HCM > Install > Product Specific > ePerformance Installation > ePerformance : Check Enable on Change Employee Manager.
                                  (Fluid) Select the Talent Administrator home page > Performance Administration tile. On the left navigation, select Documents >Template Definition. : Add Manager as Reviewer, include Previous Manager as a participant role.

      1. Login as the Administrator: Navigate to Workforce Administrator Fluid Homepage > Manage Job Tile: Change the Manager for an Employee with a retroactive date.
                                                  Navigate to Workforce Administrator Fluid Homepage > Team Performance Tile: verify that the performance documents of the Employee                                                                                                                                                                                      no longer appear in the list of the prior Manager.                                
      2. Login as the Current Manager: Navigate to Manager Self Service Fluid Homepage > Team Performance : check the Performance Document for which the Manager changed, see former manager's name in Pending Status in Track Nominations.

      3. Login as Previous Manager: Navigate to Employee Self Service Fluid Homepage > Performance Tile > Access Evaluations of Others : Decline the Participant Nomination.

Notice, a "Nominee declination email" notification for the employee was sent to a large distribution list instead of just to the submitter (which is the manager in this specific case).
