UCAS XML Single Applicant Import Issue

Symptoms
When trying to import a single UCAS Applicant (SAD_UC_IMPAP), the XML does not reference the SAD_UC_PERS_ID/SAD_UC_APPCODE in the call.
Therefore GET ANSWERS is searched in batches of 1000, for all available IDs at UCAS - this process takes a very long time. The issue wasn't obvious in test (UCAS HEP1/HEP2) as there are only a few hundred IDs at UCAS, so a single call of GET ANSWERS. In Production this has to search 10's of the thousands of IDs, calling GET ANSWERS multiple times before getting to GET DETAILS.
