Symptoms
When the same run control ID is used by more than 1 user, previous data is overridden with the latest values.
Steps to Replicate the Issue
--------------------------------
1. Login as OPRID 1 Navigation : Main Menu-> Global Payroll & Absence Management -> Create/Print Payslips HKG
2. Add a new value, enter run control ID: testing1234, select calendar group and run
3. Login as OPRID 2 and add SAME Run control ID: testing1234, click run
OR
1) User 1 creates and saves a run control.
2) User 2 attempts to create a run control using 'Add New Value' and enter the same run control ID as User 1.
3) User 2's run control will pre-load with the parameters of User 1's run control.
