E-WL: Getting Error "<BEA-000386> <Server subsystem failed. Reason: A MultiException has 7 exceptions" When Trying to Start PIA

Symptoms
After applying Jan 2023 CPU Patches - PSU (WebLogic Server Patchset Update) and Java patches, PIAs will no longer start.
Steps to reproduce the issue:
1. Apply Oracle WebLogic Patch 34991973 WLS STACK PATCH BUNDLE 12.2.1.3.230118.
2. Try to start the PIA server.
3. Observe the errors in the PIA_stdout.log (<PS_CFG_HOME>/webserv/<DOMAIN-NAME>/servers/PIA/logs/PIA_stdout.log).
Changes
Upgrade Java from JDK 8u351 to JDK 8u361.
