SAIP Integration Report Missing Courses Going To The LMS System.

Symptoms
Bulk Files are run nightly to extract files to be sent for processing to the LMS system, recently a handful of courses are missing.
The SAIP Scoping and Associations are set up at the Acad Org Level and Class Level.
When the SAIP Class Integration Report is run, the courses do not appear on it either.
The issue can be reproduced at will with the following steps:
1. Set up SAIP Scoping and Association at the Acad Org level and Class Level
2. Run the Bulk file to extract the files into the LMS system.
3. Note courses are missing
4. Run the SAIP Class Integration Report and notice the courses are not on the report.
