Symptoms

Using Withdrawal Batch Processing to process batches of term withdrawals, the process successfully completes the first cancellation/withdrawal for any given batch, but then any subsequent request
in that batch ends with an error. If the errorred requests are re-processed, the first of them successfully completes, and any subsequent request ends with an error. In other words, this batch process seems to work only for batches of one.

Trace shows error of:

Replication Steps:
1. Run WIthdrawal Batch Processing and note that it runs to success
2. Reviewing the log note that only the first withdraw is processed
3. Run the process a second time and note again the first one is completed and the rest end in an error.
