Symptoms

Inactive translate values are shown on the 'Manager Selection Method' drop down fields in ePerformance > Create Documents page.
When user clicks on drop down list the values are doubled.

The issue can be reproduced at will with the following steps:
1. Navigate to Talent Administrator > Performance Administrator tile.
2. On 'Create Performance Documents' search for existing 'Run Control ID' or create a NEW value.
3. Click on drop down list for 'Manager Selection Method' and see the values.
4. Navigate to People Tools > Utilities > Maintain Translate Values page search for Field Name 'ACCESS_TYPE' and 'Inactivate' some of the values and 'Save' the page.
5. Navigate back to 'Create Performance Documents' and click on drop down list for 'Manager Selection Method' and see that all the values are displayed.
6. Navigate back to People Tools > Utilities > Maintain Translate Values page search for Field Name 'ACCESS_TYPE' and add new translate values with new 'Effective Date' and 'Inactivate' and 'Save' the page.
7. Navigate back to 'Create Performance Documents' and click on drop down list for 'Manager Selection Method' and see that the values are doubled.
