GSS Transactions Workflow Status Remains At Administrator Processing In Guided Self Service Transaction Page When Approval Process Not Turned On (Doc ID 2924360.1)

Symptoms

When GSS transactions does not use Approval Process and goes only to the administrator for approvals, the Workflow Status remains at 'Administrator is Processing' even through the Transaction itself is marked as Success and the database is updated

Steps to reproduce the issue :

1. Turn off Approval in workflow configurations for a GSS transaction , Example: Request Reporting change transaction
    Main Menu > Setup HCM > Common Definitions > Self Service > Workflow Configurations > Turn off Approval Process , Approval Logic Exists checkbox
2. Submit Request Reporting Change transaction for employee
    Manager Self Service Dashboard > My Team > Select Request reporting change related action for employee and submit the transaction.
3. Approve Request Reporting Change transaction as an administrator
   Main Menu > Workforce Administration > Self Service Transactions > Guided Self Service Transaction > Save > Current Transaction Status changed to : Success and Workflow Status changed to : Administrator is Processing
