'Highlighted fields required (15,30)' Error When Adding a New Effective Dated Row to a Course Academic Item in the Academic Item Registry (Doc ID 2924458.1)

When the user attempts to insert a new effective dated row on the Academic Item Registry (AIR), the following error occurred. The issue occurs only when AIR items (for Courses) are getting an "empty" SSR_AIR_ADD row created. The row exists in the table but has no value in SCC_CAF_ATTRIB_NM.

The issue can be reproduced at will with the following steps:

1. Main Menu > Curriculum Management > Academic Item Registry > Academic Item Registry (AIR)
2. Search Academic Item ID
3. Insert a new effective dated row then click Ok
4. Error Message Appeared
