Users Receive "You Are Not Authorized to Access This Page" from Student Service Center > Admissions Tab after Clicking "Edit Student Tests" Button

Symptoms
When attempting to click Edit Students Tests button on the SCC_SUM_ADMISSIONS page the following error occurs:
You are not authorized to access this component. (40,20)
You have not been granted security authorization for the component you are attempting to access. You may have access to the designated component and page, but not in the specified action mode (such as Correction or Update/Display). Contact your system administrator.

The issue can be reproduced at will with the following steps:
1. Navigate to Campus Community > Student Services Center
2. Search and open a student
3. Click the Admissions tab
4. On the Test Summary section, click the Edit Students Tests button
