Symptoms

When attempting to run the Import HEBSS process,SFA_SLC_HEBS, it ends in error with the following message (or similar) shown in the output file:

The issue can be reproduced at will with the following steps:

1. Navigate to Main Menu > Financial Aid > Student Loans Company > Import HEBSS Files.
2. Enter Parameters, pick up the Attachment file, and run the process.
3. Click on Process Monitor link and note when process ends in 'Error' status. 
4. Click 'Details' link for the instance, then the link that says 'View Log/Trace', then the output file in the file list and note the messages in the file.
