EPY: Vermont Withholding Tax for Single Annual Rate Incorrect on Tax Table

Symptoms
The VT withholding tax chart shows 48900 for the Single Annual rate.
However, PeopleSoft State Tax Table for Vermont (Rates Tab) shows 46900
Steps to Reproduce
1. Navigate to: Set Up HCM > Product Related > Payroll for North America > Federal/State Taxes > Tax Table
2. Search for VT
3. Choose the 'Rates' tab
4. Find the second 'Low Gross' value for Single
5. Note it shows 46900, not 48900
Changes
Tax Update 23-A was applied, via PUM Image 45.
