Completed Agreements (PS_SCC_TM_AGRVW) Performance Issue

Symptoms
When students attempt to review a completed Agreement / Activity Guide the system is slow and sometimes students are unable to view their Agreement.
This seems to be happening because there are no criteria on a query using the View SCC_TM_AGRVW.
It is expected the query will be quickly executed.
The issue can be reproduced at will with the following steps:
- Assign an activity guide to a student.
- Login to Self-Service as the student.
- Open the Tasks tile.
- Open the Completed Agreements item from the navigation collection.
