Error - "Highlighted fields are required" In Create Tenure Data When Service History Data Entered Manually

Symptoms
The following error message is seen on the Create Tenure Data page.
This is happening when trying to save a row that has been added manually, and Service History data is entered manually on Create Tenure Data page.
Steps to reproduce the issue :

1. Navigate to Main Menu > Workforce development > Faculty Events > Calculate Tenure > Create Tenure Data
2. Enter service history begin and end dates in Service History tab and save.
Notice the above error message is triggered.
