Symptoms
When an applicant has a name longer than 17 characters and the search/match runs, it truncates the name to 17 characters and is looking for an equal condition on the last and first name, not a like condition.
The issue can be reproduced at will with the following steps:
1. Create a name that is over 17 characters long, making sure it is a name that already exist in the database
2. Run the search/match process
3. Note the name is truncated to 17 characters and no match is found as it is looking for an equal, not a like.
