 "Add a Document" Button is Disabled on Contract Entry page, How to Enable the Button ?

The issue can be reproduced at will with the following steps:
1. Navigate : Procurement Contracts -> Add/Update Contracts 
2. Click Add a value
3. Click Add
 "Add a Document" Button is Disabled
