Requisition Distribution Quantity Updating to 0 When Using Done in Line Details (Doc ID 2930442.1)

Symptoms

Requisition Distribution Qty is set to 0 if Done is clicked in Requisition Line Details page. This results in error message:

The issue can be reproduced at will with the following steps:

1. Login with VP1. Go to eProcurement Tile, Create Requisition tile  
2. Create a requisition and add multiple items to Cart
3. Click on checkout
4. In checkout page, click on Line details > for line1. Do not make any changes. Click on Done. 
5. Click on Submit in checkout page. It shows error:' The quantity on line 2, schedule 1 (1) does not match the sum of distributed quantities (0). (10100,11)'
6. Click on OK. Click on Schedule Details for one of the lines
7. Check Qty for line 1 qty. It shows correct qty as added
8. Check line qty for rest of the lines. It has been set to 0
