Drop Down Menu On the Analyze Event Page Has an Option to Send Comments and Attachment Back To Bidders However Bidders Already Bid On the Event (Doc ID 2931318.1)

Symptoms

When pressing on the Event Comments and Attachment link from the drop down list on the Analyze Event page, page is displaying with options to send comments and attachment back to bidders which is not correct since bidders already bid on the event and it is in the analyze step now.


The issue can be reproduced at will with the following steps:

1. Navigate to : Sourcing > Maintain Events> Analyze Event and choose any Event.
2. From the drop down list press on the Event Comments and attachment.
3. A new page will open with checkboxes to send comments to bidders which is not correct.
