Enhancement Request: Smart HR Template Based on User Language Not Working (Doc ID 2933311.1)

Symptoms

When user is logged in a related Language for e.g. Spanish, the existing Smart HR template with a Spanish Description does not appear within the Smart HR Transactions List while been logged in a Non Based Language session.

Steps to replicate the issue:
1. Sign in as an English User.
2. Navigate to Setup HCM > Products Related > Workforce Administration >Smart HR Template > at the Search select KUEMP_PERSON_DATA , in the description add ENG (for English) and then save.
3. Change the Data Language at the top of the page to Spanish and then save.
4. Navigate to Setup HCM > Security > Security Access Type TBHTMPL Access Type 33
Enable Security Checkbox and Run all the SQL on the Security Type SQL page and Save
5. Navigate to Setup HCM > Security > Security Access Type: Security By Permission List give access to TBHTMPL Access Type 33, for the Template that was created and then save.
6. As an English user sign in Navigate to Workforce Administration > Smart HR Template > Smart HR Transactions
At the search Click on the Search, as an English user you will see the Template that contains ENG in the description
7. Sign out and back in as a Spanish User, Navigate to Workforce Administration > Smart HR Template > Smart HR Transactions.
Click on the search to return the Template, notice that the Template that has the description that includes ESP is not available.
