E-AD: Tools 8.60 'Out of Memory' Error on Opening Peoplesoft Sub Pages in Application Designer

Symptoms
After upgrading to Tools 8.60.02, some Sub Pages, for example VCHR_LINE_SBP, are giving out of memory error message from Application Designer
Steps to Replicate:
1. Login to Application Designer.
2. Open the Sub Page VCHR_LINE_SBP and eventually the computer runs out of memory with the below error message.
"Out of Memory"
Trace file shows being getting stuck on this SQL.
SELECT FIELDTYPE FROM PSUSEROBJTYPE WHERE FIELDTYPE > -1 AND PNLNAME = :1

Upgrade to Tools 8.60
