EPY: PAYGL02.sqr Has A Typo Causing Local Withholding Tax (ee) To Go To State Withholding Tax Account Instead

Symptoms
There’s a typo in the paygl02.sqr DETERMINE-EE-TAX-ENTITY procedure causing the "Local Withholding Tax (ee)" payroll activity to go to the "State Withholding Tax" payroll activity account as defined in Department Offset Groups.
Root > Set Up HCM > Product Related > Commitment Accounting > Budget Information > Department Offset Groups
Payroll Information -> Payroll Activity -> Account
This issue originally arose in the PUM 44 changes to PAYGL02.sqr
Local Tax Withholding should be going to the activity account for "Local" on the Department Offset Group and not "State".
The issue can be reproduced with the following steps:
1. Apply PUM 44 that has the new changes for PAYGL02
