1098T Fails to Create for Students Who Have A Country Set to USA and a Citizenship Status of BLANK

On Campus Solutions 9.2
When attempting to run 1098-T some students are by-passed by the process and are reported in the log file for the following message/reason :
The issue can be reproduced at will with the following steps:
1. Setup two students with SSN's, charges in the calendar year, payments in the calendar year.
2. Do not populate the citizenship table for one student at all.
3. For the 2nd student open Campus Community > Person Information Student > Identification > Citizenship > Citizenship and passport and add a row for USA but do not populate the Citizenship_status field.
4. Run the 1098t and notice that the student without any row in the citizenship table gets a 1098-t.
The student with the USA row in the PS_HCR_CITIZSHIP_I record and a blank citizenship status is by passed by the 1098-t process with message 14839,26.
The student with a blank country and blank citizenship status is being processed and receiving a 1098-T
