EPY: Retro Pay Is Not Including the Correct Business Unit And Department ID On the Second Split From Job Earnings Distribution

Symptoms
Retro pay is not including Business Unit and Department from Job Earnings Distribution for one of the splits.
Retro Pay load should have the correct B/U and Department ID that is in JED for one of the splits.
The issue can be reproduced with the following steps:
1. Employee is set up in JOB Data with a position (ie. 1000878), B/U "EDPRG", and Department "331100" - Workforce Administration>Job Information>Job Data
2. Job Earnings Distribution in JOB Data is set at 30% for B/U "EDPRG", Department "331100" and going to combination code "000000001" for the first split
3. Second split on the Job Earnings Distribution is set at 70% for B/U "EDP", Department #331200" and going to combination code "000000685"
4. Insert a row in JOB Data for a pay rate change that effects a prior pay check that has been confirmed.
5. Run retro pay calculation - Payroll for North America>Retroactive Payroll>Retro Pay>Process and Review Requests>Calculate Retroactive Pay
6. Run the Retro Pay Load - Payroll for North America>Retroactive Payroll>Retro Pay>Process and Review Requests>Load Retro Pay to Paysheets
7. Verify PAY_EARNINGS that shows the second split does not have the expected values for B/U and Department ID for the retro pay earnings
