Symptoms

Report distribution failed first attempt to post just prior to midnight datetime change, and then successfully posting the same report just after the datetime change causes error when attempting to access the specific posted content,

The issue can be reproduced with the following steps:
1. Submit process request to web destination from any page normally
2. Initial posting attempt fails by one of the load balanced web servers
3. Date changes and posting is successful by other load balanced web server
4. Access link in Report Manager/Process Monitor to view output
5. Observe error
