Prepare For Hire Only Allowing Rehire When Applicant Indicated Former Employee, But They Have No EMPLID to Verify

Symptoms
Hire Type on the Prepare for Hire page is not working as expected when applicant indicated former employee, but they are not found in the system. It still only allows the user to select 'Rehire'.
Steps to replicate issue.
1. Navigate to Recruiting > Search Job Openings
2. Drill into the applicant list for the desired job
3. For the applicant being hired (indicated they are a former employee), click Other Actions > Recruiting Actions > Prepare for Hire
4. Hire Type will only allow Rehire, even after checking for EMPLID and not finding a value.
