Time sheet lines get shuffled up on submission

The issue can be reproduced at will with the following steps:
1. Navigate to PC BU options (SetUp Financials/ Supply Chain – Business Unit Related – Project Costing – SetUp PC BU Options). Make sure the team is decided at the project level
2. Create and activate a project (Project Costing – Project Definitions – Define Project General Info). Make sure it is enforced to projet team only
3. Add a project activity
4. Add an employee to the above project (Project Costing – Project Definitions – Manage Project Team). Save to get an assignment id generated
5. Login as the employee and enter a multi-line (4 lines) time sheet for the above employee (Home – Employee Self Service – Time Entry) for the above project
6. On submission, observe that the rows are shuffled and some rows became blank (2 and 3 rows data moved to row 4)
