ELM 9.2: Application Engine EOAS_REPLACE SQL Statement Contains Reversed Question Marks (Doc ID 2938024.1)

Symptoms

After creating an upgrade package from PUM environment,  Application Engine EOAS_REPLACE SQL statements results after compare show "Changed" and in the target environment, the SQL contains reversed question marks instead of the curled quotes.
 

The issue can be reproduced at will with the following steps:

1. Using Change Assistant, apply manually created upgrade package
2. In Application Designer Compare between PUM image and upgraded environment
3. Notice that AE EOAS_REPLACE SQL statements have a value of changed and if review the compare report, notice that source environment SQL contains curled quotes and in the target environment SQL contains reversed question mark instead of the  curled quotes.
