E-COMP: Extremely Long Run Times When Generating Compare Report through Application Designer on Environments Running on OCI Versus When Comparing with On-Premise Database (Doc ID 2938102.1)

When running compare report through Application Designer locally from an on-premise workstation against a database environment running on OCI (Oracle Cloud Infrastructure), it is taking a long time to finish.

For example: What takes minutes comparing a local file to a database on-premise is taking over an hour when doing the same compare to a Cloud database.
  

The issue can be reproduced at will with the following steps:
1. Log into a local (on-premise) Windows machine and access the OCI database through Application Designer.
2. Perform a project compare from file. To do this: Click on Tools > Compare and Report > To File. 
3. Observe the slowness in the process.
