Creating a Fluid ePro Requisition, the Attachments Added at the Requisition Line Ship To Comments and Attachments Page are Not Getting Saved

Symptoms
Creating a Fluid ePro Requisition, the Attachments Added at the Requisition Line Ship To Comments and Attachments Page are Not Getting Saved.
The issue can be reproduced at will with the following steps:
1. Home Page click on eProcurment Tile
2. Click on Create Requisition Tile
3. Search for an Item
4. Click on Add to Cart
5. Click on Schedule Details Button
6. Click on Ship To Comments Button
7. Click on Add Attachment Button
8. Click on My Device
9. Select a document/file
10. Click Upload
11. Click Done Button
12. We can see the attachment file now. Click Done
13. Click Done
14. Click Submit
15. Click on Edit this Requisition link
16. Click on Schedule Details Button
17. Click on Ship To Comments Button
18. The Attachment is gone/removed
