No Actions Available (like Rating History, Attachments, Notify , Export etc.) on Fluid EPerformance Document Page when User Clicks on More Actions Button (Doc ID 2939200.1)

Symptoms

After upgrade to PT 8.58 until PT 8.59, when an user navigates to Fluid ePerformance Document page and clicks on "More Actions" button available at the document header level, there is no Actions available (like Rating History, Attachments, Notify , Export etc ) even though the template definition has these options selected (Set Up HCM > Product Related > ePerformance > Document Structure > Template Definition > Template Definition - General tab).

The issue can be reproduced at will with the following steps:
1. Go to Team Performance > Team documents > Select a document
2. Click on "More Actions" button available at the document header level 
Result: No Actions Available (like Rating History, Attachments, Notify , Export etc ) even though the template definition has these options selected.
