SFP: If The Students Expected Grad Term is in the Past No SAFI Will Be Sent When The Student Changes Their Plan (Doc ID 2939423.1)

When a student changes their program/plan after their expected graduation term , no SAFI is  sent to SFP for program change
The issue can be reproduced at will with the following steps:
1. Change the program plan at Records and enrollment >  Student program plan > Student program to new program on a student that has a expected graduation term in the past.

2 Check to see if the SAFI was not  sent to SFP  to record the new program.
Campus community >SFP interface > Process SFP Messages.
